Monroe County VINE Coverage
Pennsylvania calls its service PA SAVIN, the Statewide Automated Victim Information and Notification system. The Commonwealth delivers its public search and alert functions through VINELink. State instructions say the service covers people in county jails, state prisons, and state parole. That scope includes the Monroe County Correctional Facility as a county-jail category even though the county publishes no public roster of its own. PA SAVIN is free and can send custody-change notices by phone, text, email, or its app.
Coverage does not merge all custody into one record. An MCCF event concerns Monroe County custody. A PA DOC event concerns a state institution or state parole supervision. If MCCF reports a transfer, the person may have left the county building while remaining confined by another agency. Treat the event label and source agency as part of the result. A missing match is not proof that a person was released, because spelling, identifiers, agency reporting, and custody transfers can all affect a search.

Search Monroe County VINE Records
Start with one person and enough identity detail to avoid a false match. The official Pennsylvania workflow searches by first and last name. It does not turn a broad Monroe County search into a verified list of released people. If several records appear, compare the name, custody agency, facility context, and any identifier shown before opening a result. Variations in spelling or an alias can require another search.
- Open VINELink and select Pennsylvania as the state.
- Choose the prompt for an offender located in Pennsylvania.
- Enter the person's first and last name, then run the search.
- Compare each match with known identity and custody facts.
- Open only the record that fits the Monroe County or PA DOC context.
If no record fits, check the former custodian directly. MCCF can confirm whether it still holds the person or route a request for a release-or-transfer record. The PA DOC locator is the better next step when a Monroe County case led to state custody. Court dockets may show bail, sentencing, or a transfer-related order, but a court event does not always equal the jail's physical release time.

The current Commonwealth instructions do not publish a full data dictionary for every live VINELink result. Exact field labels may differ by participating agency. The reliable public features are a person search, reported custody status, the agency or facility context available on the match, and a Get Notified action.

A received alert confirms what the feeding agency reported. It does not add facts that the source did not provide. Set Monroe County Release Alerts
Registration attaches a delivery method to the selected person. The four-digit PIN is a key part of telephone notice, not an inmate identifier. It tells the automated system that the recipient heard the call. Without that acknowledgment, the system may continue calling under the state process. Multiple phone numbers and email addresses may be registered, but each destination should remain current.

- Create a four-digit PIN and complete registration.

The state workflow makes clear that a user first chooses the correct person, then registers the alert. It is not a countywide release feed.
Monroe County VINE Phone Options
Online access is not the only route. Pennsylvania permits telephone registration through 866-972-7284. Follow the prompts to search, select the person, choose phone notice, and set a memorable four-digit PIN. TTY service is available at 866-847-1298. The state says operators are available around the clock. If the PIN is lost, call the main number and press zero for help resetting or canceling the alert.
The app follows the same core sequence: select Pennsylvania, search for one person, choose Get Notified, add the delivery details, and create the PIN. Do not register a switchboard number. If contact details change, update them through VINELink or the main telephone line so a later notice can arrive. Pennsylvania says unanswered calls may continue for 24 to 48 hours or until the PIN is entered. That retry period is not a promise that an agency will report a release within a set time.
Confirm Monroe County Release Notices
Notification time depends on the source system and event. An older official PA SAVIN fact sheet described near-real-time county release notices and an eight-hour safety delay for transfers. Those dated program details should not be treated as a current guarantee. A phone alert can also be missed, delayed by contact settings, or acknowledged after the source event. The safest reading is that the message reports a custody change received from a participating system.
For MCCF, ask whether the recorded disposition was community release or transfer. A transfer to PA DOC, another county, federal custody, or immigration custody is not freedom from confinement. For a state prisoner, PA DOC also offers custody-status notices for transfer, release, escape, and recapture. The Office of Victim Advocate has added post-sentencing notification services, but a future review or parole eligibility event still does not prove physical release.
Note: A transfer alert tracks movement between custodians, while a release alert should be checked against the agency's dated custody record.
Monroe County DOC Release Checks
A Monroe County prosecution may result in transfer to a Pennsylvania state prison outside the county. In that case, VINELink notification and the PA DOC public locators answer different questions. The Inmate Locator searches people under current DOC jurisdiction. The separate Department Supervised Individual Locator searches people currently under DOC field supervision and accepts a past release date as one criterion. That release-date field is not a future estimate for an incarcerated person.
A state-supervision result supports that the matching person is serving part of a state sentence in the community. It does not mean final discharge, and the locator warns that a listed supervised person is not necessarily wanted. Compare the DOC or parole number, county, district office, birth details, and release date that are available. If the person has fully discharged and no longer appears in a current system, request an existing release or discharge record from PA DOC rather than treating no result as proof.
VINE Versus Federal Release Systems
PA SAVIN is a Pennsylvania system. It does not replace the Federal Bureau of Prisons locator or federal immigration tools. For a person committed to federal prison, the BOP Inmate Locator can show a release date and location. A past date with no facility, or a Released result, means the person is no longer in BOP custody. It does not rule out another custody system, a detainer, or federal supervised release.
For ICE custody, use the ICE Online Detainee Locator. It searches current detainees and specified recent releases from ICE custody. DHS also has a federal VINE service for immigration custody, separate from PA SAVIN. Registering in the Pennsylvania service does not register a person for DHS notices. Likewise, a Monroe County release to ICE may be a transfer into immigration custody, so follow the receiving agency instead of calling the event a community release.

Monroe Registry Verification Is Narrow
Monroe County has a separate, narrow verification layer for people with qualifying Pennsylvania Megan's Law duties. The PSP list of Monroe County verification sites identifies MCCF, PSP Fern Ridge, and PSP Stroudsburg as approved locations. This role concerns registry registration or verification. It does not turn those locations into a released-inmate database, and it does not expand PA SAVIN into a registry search.
Registry presence applies only when the law requires registration. Absence from the registry says nothing about most people released from MCCF or PA DOC. A registry record may contain its own photo, compliance details, or location information, but those are registry facts rather than a Monroe County jail release log. Use PA SAVIN for custody-change notification, MCCF or PA DOC for a dated custody event, and PSP registry tools only for their stated statutory scope.
This distinction protects the meaning of each record. It also prevents a public registry entry from being treated as proof of a release date. When a release must be confirmed, the agency that held the person remains the primary source.
